The guy most probably is an Alcoholic, and he'll take your money to get some booze, but he's still someone in need. It reminds me of the time when it was -20 something and it was about 3am I saw this homeless guy who was sleeping standing at a corner with many clothes wrapped all over him. I won't say what I did next. Wither they are bums,alcoholic or scary they need our support and we should share some of our wealth.
